《固定污染源廢氣 非甲烷總烴連續(xù)監(jiān)測(cè)技術(shù)規(guī)范》（HJ 1286—2023）（以下簡(jiǎn)稱《規(guī)范》）正式發(fā)布，并于2023年8月1日實(shí)施。
該《規(guī)范》基本延續(xù)了《關(guān)于印發(fā)<固定污染源廢氣中非甲烷總烴排放連續(xù)監(jiān)測(cè)技術(shù)指南（試行）>的通知》(環(huán)辦監(jiān)測(cè)函〔2020〕90號(hào))（以下簡(jiǎn)稱《指南》）中對(duì)固定污染源廢氣排放連續(xù)監(jiān)測(cè)系統(tǒng)中的非甲烷總烴排放和有關(guān)氣體排放參數(shù)連續(xù)監(jiān)測(cè)系統(tǒng)的組成和功能、安裝、日常運(yùn)行管理、日常運(yùn)行質(zhì)量保證以及數(shù)據(jù)審核和處理的有關(guān)要求，又在此基礎(chǔ)上對(duì)系統(tǒng)的技術(shù)性能、監(jiān)測(cè)站房、技術(shù)指標(biāo)調(diào)試檢測(cè)、技術(shù)驗(yàn)收要求做出了進(jìn)一步的規(guī)定。

為貫徹《中華人民共和國(guó)環(huán)境保護(hù)法》《中華人民共和國(guó)大氣污染防治法》，防治生態(tài)環(huán)境污染，改善生態(tài)環(huán)境質(zhì)量，規(guī)范固定污染源廢氣非甲烷總烴連續(xù)監(jiān)測(cè)，制定本標(biāo)準(zhǔn)。本標(biāo)準(zhǔn)規(guī)定了固定污染源廢氣非甲烷總烴和相關(guān)廢氣參數(shù)連續(xù)監(jiān)測(cè)系統(tǒng)的組成和功能、技術(shù)性能、監(jiān)測(cè)站房、安裝、技術(shù)指標(biāo)調(diào)試檢測(cè)、技術(shù)驗(yàn)收、日常運(yùn)行維護(hù)、質(zhì)量保證和質(zhì)量控制以及數(shù)據(jù)審核和處理等有關(guān)要求。本標(biāo)準(zhǔn)的附錄A 為規(guī)范性附錄，附錄B～附錄D 為資料性附錄。本標(biāo)準(zhǔn)為首次發(fā)布。

The Technical Specification for Continuous Monitoring of Non methane Total Hydrocarbons in Waste Gas from Fixed Pollution Sources (HJ 1286-2023) (hereinafter referred to as the "Specification") has been officially released and implemented on August 1, 2023.
This "Standard" basically continues the "Notice on Issuing the Technical Guidelines for Continuous Monitoring of Non methane Total Hydrocarbon Emissions in Fixed Pollution Source Waste Gas (Trial)" (Environmental Monitoring Letter [2020] No. 90) (hereinafter referred to as the "Guidelines"), which includes the composition, function, installation, and daily operation management of the continuous monitoring system for non methane total hydrocarbon emissions and related gas emission parameters in fixed pollution source waste gas emissions On the basis of the requirements for daily operation quality assurance, data review and processing, further regulations have been made for the technical performance of the system, monitoring station building, technical indicator debugging and testing, and technical acceptance requirements.
In order to implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, prevent and control ecological environment pollution, improve ecological environment quality, and standardize the continuous monitoring of non methane total hydrocarbons in exhaust gas from fixed pollution sources, this standard is formulated. This standard specifies the requirements for the composition and function, technical performance, monitoring station building, installation, technical indicator debugging and testing, technical acceptance, daily operation and maintenance, quality assurance and control, as well as data review and processing of continuous monitoring systems for non methane total hydrocarbons and related exhaust gas parameters from fixed pollution sources. Appendix A of this standard is a normative appendix, and Appendix B to Appendix D are informative appendices. This standard is first published.
